  • Double-blind peer review is enforced; author identities must not be revealed in submissions.
  • Regular papers must not exceed 12 double-column pages; short papers must not exceed 5 double-column pages.
  • Workshop papers must be 4-6 pages in IEEE conference format.
  • Paper titles and author names cannot be changed after submission.
  • At least one author must register and present the paper in person for publication.
  • Authors must declare compliance with IEEE Publications Policies, including those on human participants.
  • ORCID IDs are required for all authors of accepted papers.
