- Authors must anonymize manuscripts and blind any references, links, repositories, or other information that could reveal authorship
- Submissions must follow the IEEE Proceedings Format
- Maximum length: 10 pages for the main paper, plus references
- Accepted Early Bird papers may be recommended for publication in the Journal of Healthcare Informatics Research (JHIR), pending approval
- All accepted papers must be presented at the conference, with at least one author registering at the author registration rate
- Authors whose papers are not accepted in the Early Bird round may revise and resubmit to the regular submission track
