- Submissions undergo double-blind review: authors' identities must be anonymized, including removal of names, affiliations, acknowledgments, and self-references in third person.
- Authors must not submit papers generated entirely by generative AI; such papers will be desk-rejected.
- Authors must confirm that their papers are not entirely AI-generated.
- Paper submissions must adhere to IEEE formatting requirements (10 pages max excluding references, US Letter, 10pt font); violations result in rejection without review.
- At least one author of each accepted paper must register at the full rate and present the paper in person.
- Exceptions to in-person presentation require prior approval from the TPC Co-Chairs due to emergencies or governmental restrictions.
- A rebuttal phase is available for authors to respond to preliminary reviews.
